About TESCO

The Tribal Electric Supply Company (TESCO) is a unique electricity distribution company (DISCO) in Pakistan. Unlike other DISCOs that serve established revenue divisions, TESCO was created specifically to serve the former Federally Administered Tribal Areas (FATA), which were merged into Khyber Pakhtunkhwa (KPK) province through the 25th Constitutional Amendment in 2018.

TESCO covers the seven tribal districts of KPK: Bajaur, Mohmand, Khyber, Orakzai, Kurram, and North and South Waziristan, as well as the six Frontier Regions (FRs) that were also merged. These areas are geographically among the most challenging in Pakistan — rugged mountains, deep valleys, extreme weather, and limited road access make electricity infrastructure extremely difficult and expensive to build and maintain.

TESCO has been working on a massive electrification drive, as many villages in the former FATA had little to no grid electricity before. The post-merger development plans include bringing thousands of new consumers onto the grid. The company operates under PEPCO and is regulated by NEPRA, just like all other DISCOs.

TESCO consumers who previously received subsidized electricity under tribal area rules may see different billing structures as the region integrates with the mainstream national regulatory framework. The company has been sensitizing consumers about formal billing, payment processes, and their consumer rights under NEPRA regulations.

TESCO Tariff Rates 2025

TESCO consumers are billed under NEPRA's national tariff schedule, the same as other DISCOs. Special transitional arrangements may apply as the tribal areas complete their integration with the mainstream billing system:

TESCO Bill Charges Explained

TESCO bills now follow the same national structure as all other NEPRA-regulated DISCOs. Each charge is explained below:

Energy Charges: Based on your monthly consumption in units (kWh), calculated using the progressive tariff slabs. Your first 50 units every month are always billed at the lowest protected rate of PKR 3.95 per unit.

Fuel Price Adjustment (FPA): A national monthly variable charge reflecting actual electricity generation costs. TESCO consumers pay the same FPA as consumers in Lahore or Karachi — it is a national, not local, charge.

Fixed Charges: Monthly infrastructure cost recovery — between PKR 75 and PKR 300 depending on your consumption slab.

KPK Electricity Duty: Since the tribal areas are now part of KPK, the KPK provincial electricity duty applies to TESCO bills.

GST (17–18%): Federal sales tax on electricity charges.

PTV Fee: PKR 35/month flat fee collected nationally.

Late Payment Surcharge: 10% per annum on bills paid after the due date. In areas where payment infrastructure is limited, TESCO may have mobile payment collection or authorized collection agents.

Energy Tips for Tribal Districts Consumers

  • Solar micro-systems: The tribal districts of KPK have excellent solar potential. Small rooftop solar systems (even 200–500 watts) can cover basic lighting and phone charging needs, providing independence from load shedding.
  • LED lighting: Replacing any remaining incandescent or CFL bulbs with LED bulbs provides immediate electricity savings at low cost. LEDs last much longer, which is important in areas where replacement items may not be easily available.
  • Energy-efficient cooking: Pressure cookers significantly reduce gas and electricity cooking times and energy use. For homes using electric hotplates (common in areas without gas), this can mean halving cooking energy costs.
  • Formal billing awareness: As TESCO integrates tribal areas into formal billing, consumers should understand their rights. You have the right to actual meter readings (not just estimated bills), correct tariff classification, and dispute resolution through NEPRA if TESCO doesn't resolve issues satisfactorily.

FAQs — TESCO

Since the merger of FATA into KPK in 2018, tribal district consumers are being gradually integrated into the national tariff framework. NEPRA has issued transitional arrangements to ease this shift. Generally, the same national tariff schedule applies, though specific notifications may grant temporary subsidized rates to certain tribal area consumer categories. Check your current bill's tariff code or contact TESCO for your specific classification.

Call the national electricity helpline at 118, which covers TESCO as well. Alternatively, visit your nearest TESCO office in your district headquarters. For unresolved complaints, you can escalate to NEPRA through their toll-free consumer helpline at 0800-63772. NEPRA's jurisdiction now covers tribal areas since their inclusion in the mainstream regulatory framework.
