About IESCO

The Islamabad Electric Supply Company (IESCO) is a government-owned electricity distribution company (DISCO) that was formally incorporated in 1998. It operates under the Pakistan Electric Power Company (PEPCO) and is regulated by the National Electric Power Regulatory Authority (NEPRA).

IESCO serves an area of approximately 23,000 square kilometres covering Islamabad Capital Territory, Rawalpindi, Attock, Chakwal, and Jhelum districts. With over 3.5 million registered consumers — including domestic, commercial, industrial, and agricultural categories — IESCO is considered one of the better-managed DISCOs in Pakistan due to its relatively low line losses and higher recovery rates.

The company purchases electricity from the National Power Grid (managed by NTDC) through a mix of sources including hydroelectric power stations such as Tarbela and Mangla, as well as thermal and independent power producers (IPPs). IESCO's distribution network spans thousands of kilometres of high-tension and low-tension lines, with hundreds of grid stations ensuring 24/7 power delivery to customers across its jurisdiction.

How to Find Your IESCO Reference Number

Your Reference Number (also called Consumer ID or Account Number) is the key to checking your bill online. Here is exactly where to find it on your physical IESCO electricity bill:

  • 1
Look at the top-right area of your IESCO bill — you will see a box labeled "Reference No." or "Ref. No."
  • 2
The Reference Number is a 14-digit numeric code — for example: 01234567890123.
  • 3
Do not confuse it with the Bill Month or Book Number printed nearby. The Reference Number box is clearly labeled.
  • 4
Once you have the number, visit iesco.com.pk, enter the Reference Number, and click 'View Bill'.
Pro tip: Save your Reference Number in your phone contacts so you never need to search for the physical bill again!

Understanding Taxes & Charges on Your IESCO Bill

Many consumers are confused by the extra charges on their electricity bill beyond the basic unit rate. Here is a plain-English explanation of every charge you will see:

Fuel Price Adjustment (FPA)

The FPA, or Fuel Price Adjustment, is added or subtracted based on the actual cost of fuel used to generate electricity in a given month. If oil, gas, or imported coal prices go up, your FPA will be higher. NEPRA approves this adjustment every month. It can be positive (extra charge) or negative (a reduction in your bill).

General Sales Tax (GST)

GST at the rate of 17% (or 18% for above-500-unit consumers depending on the fiscal year) is applied on the electricity charges (excluding fuel adjustment). This goes directly to the Federal Board of Revenue (FBR). Look for the line that says "GST" on your bill — it will show the exact amount charged.

Income Tax (Withholding Tax)

The government charges Income Tax on electricity bills as a form of withholding tax collection. For domestic consumers, this is typically 3.5% of the bill amount for non-filers of income tax returns. Tax filers pay a reduced rate. This amount is deposited with FBR on your behalf.

TV Fee (PTV Licence Fee)

The Pakistan Television (PTV) licence fee of PKR 35 per month is collected through electricity bills as per a government directive. This is a flat fee regardless of your consumption level.

Electricity Duty (ED)

The provincial government levies an Electricity Duty at a small percentage on electricity consumed. For Punjab and ICT, this is typically 1.5% to 2% of the basic electricity charge.

Late Payment Surcharge (LPS)

If you pay your bill after the due date, IESCO adds a Late Payment Surcharge (LPS) at the rate of 10% per annum on the outstanding amount. Always pay before the due date to avoid this charge.

Meter Rent

If the electricity meter on your connection is owned by IESCO (as is the case for most residential consumers), a small monthly Meter Rent is charged. This is typically PKR 10–50 per month depending on the meter type.

How to Reduce Your IESCO Electricity Bill

Electricity bills in Pakistan have risen sharply in recent years. With smart habits, you can bring your monthly bill down significantly. Here are practical tips for IESCO consumers:

  • Stay in lower tariff slabs: The big price jump happens at 201 units. Try to keep your monthly consumption below 200 units to pay a much lower rate per unit.
  • Switch to LED bulbs: A single 100W incandescent bulb uses 10x more electricity than a 10W LED bulb for the same light output. Replacing all bulbs in your home can save 30–40 units per month.
  • Set your AC to 26°C: IESCO and the government recommend setting air conditioners at 26°C. Each degree lower than this increases power consumption by about 8%.
  • Use appliances in off-peak hours: Running washing machines and dishwashers at night during off-peak hours reduces strain on the grid, though tariff differential for residential consumers is limited.
  • Unplug idle devices: TVs, phone chargers, and microwaves in standby mode consume electricity. Unplug them when not in use — this can save 5–10 units per month.
  • Install solar panels: Lahore and Islamabad get excellent sunlight. A small solar setup (3–5 kW) can dramatically reduce your IESCO bill. Consumers can apply for net metering to sell excess power back to the grid.
  • Service your AC regularly: A dirty AC filter forces the compressor to work harder. Clean it monthly and get a professional service done at the start of every summer.

Frequently Asked Questions — IESCO

The IESCO Reference Number is a unique 14-digit number assigned to each electricity connection. You can find it printed in the top-right corner of your electricity bill. It stays the same every month and is essential for checking your bill online or making complaints. Do not confuse it with the Bill Number, which changes each month.

To get a duplicate IESCO bill, visit the official portal at iesco.com.pk, enter your Reference Number, and print or download the bill as a PDF. Banks and payment apps like JazzCash, EasyPaisa, and UBL also display your current bill when you enter the Reference Number during payment. The duplicate bill is accepted at all authorized collection points.

FPA stands for Fuel Price Adjustment. It is a monthly charge (or credit) added to your bill based on the actual cost of fuel used to generate electricity during that billing month. If international fuel prices are high, you pay more. If they are low, you pay less or may even get a credit. NEPRA approves FPA rates every month. It is completely outside IESCO's control.

IESCO bills are issued monthly. The due date is printed on the bill itself, and is usually 15–21 days from the bill issue date. After the due date, a Late Payment Surcharge (LPS) of 10% per annum is added. To avoid penalties, always pay before the due date. You can pay at any bank, through mobile apps, or at designated IESCO collection centers.

You can file a complaint against IESCO by calling the helpline at 118 (toll-free) or by visiting your nearest IESCO sub-division office. For billing disputes, carry your original bill and ID card. If you are not satisfied with the response, you can escalate to NEPRA by calling 0800-63772 (toll-free) for independent consumer protection.
