Understanding Taxes & Charges on Your IESCO Bill
Many consumers are confused by the extra charges on their electricity bill beyond the basic unit rate. Here is a plain-English explanation of every charge you will see:
Fuel Price Adjustment (FPA)
The FPA, or Fuel Price Adjustment, is added or subtracted based on the actual cost of fuel used to generate electricity in a given month. If oil, gas, or imported coal prices go up, your FPA will be higher. NEPRA approves this adjustment every month. It can be positive (extra charge) or negative (a reduction in your bill).
General Sales Tax (GST)
GST at the rate of 17% (or 18% for above-500-unit consumers depending on the fiscal year) is applied on the electricity charges (excluding fuel adjustment). Income Tax (Withholding Tax)
The government charges Income Tax on electricity bills as a form of withholding tax collection. For domestic consumers, this is typically 3.5% of the bill amount for non-filers of income tax returns. Tax filers pay a reduced rate. This amount is deposited with FBR on your behalf.
TV Fee (PTV Licence Fee)
The Pakistan Television (PTV) licence fee of PKR 35 per month is collected through electricity bills as per a government directive. This is a flat fee regardless of your consumption level.
Electricity Duty (ED)
The provincial government levies an Electricity Duty at a small percentage on electricity consumed. For Punjab and ICT, this is typically 1.5% to 2% of the basic electricity charge.
Late Payment Surcharge (LPS)
If you pay your bill after the due date, IESCO adds a Late Payment Surcharge (LPS) at the rate of 10% per annum on the outstanding amount. Always pay before the due date to avoid this charge.
Meter Rent
If the electricity meter on your connection is owned by IESCO (as is the case for most residential consumers), a small monthly Meter Rent is charged. This is typically PKR 10–50 per month depending on the meter type.

- Stay in lower tariff slabs: The big price jump happens at 201 units. Try to keep your monthly consumption below 200 units to pay a much lower rate per unit.
- Switch to LED bulbs: A single 100W incandescent bulb uses 10x more electricity than a 10W LED bulb for the same light output. Replacing all bulbs in your home can save 30–40 units per month.
- Set your AC to 26°C: IESCO and the government recommend setting air conditioners at 26°C. Each degree lower than this increases power consumption by about 8%.
- Use appliances in off-peak hours: Running washing machines and dishwashers at night during off-peak hours reduces strain on the grid, though tariff differential for residential consumers is limited.
