About SEPCO

The Sukkur Electric Power Company (SEPCO) is Pakistan's youngest DISCO, having been separated from HESCO and established as an independent company in 2010. It serves the northern regions of Sindh province along the Indus River, covering some of the most remote and underserved areas of Pakistan.

SEPCO's territory includes the districts of Sukkur, Larkana, Jacobabad, Shikarpur, Kashmore, Kamber-Shahdadkot, Ghotki, and Khairpur. This is an overwhelmingly rural and agricultural region — the heartland of Sindhi culture and the land of ancient Indus Valley Civilization sites such as Mohenjo-daro near Larkana.

SEPCO faces some of the most acute operational challenges of any DISCO in Pakistan. The region has high poverty rates, significant informal settlements, widespread agricultural tube-well connections, and historically low collection rates. Improving billing accuracy, infrastructure quality, and consumer awareness are ongoing priorities for the company.

Despite these challenges, SEPCO has been gradually expanding electrification in rural areas, bringing first-time electricity connections to many small villages in upper Sindh. The company serves approximately 1.5 million registered consumers, with the actual beneficiary population being much larger given the typical household size in rural Sindh.

SEPCO Bill Charges Explained

Every line on your SEPCO bill is either a government-set charge or a NEPRA-approved cost recovery item. Here is what each means:

Energy Charges: Units consumed × slab rate. If you used 250 units, you pay: first 50 at PKR 3.95, next 50 at PKR 7.74, next 100 at PKR 10.06, and last 50 at PKR 23.54.

Fuel Price Adjustment: Monthly variable levy for actual generation fuel costs. SEPCO's region relies on thermal power, so FPA can be high during expensive fuel months.

Sindh Development Surcharge: Provincial levy for Sindh development projects. Applied on bills in Sindh province.

GST (17–18%): Federal tax on all electricity charges.

Per Unit Income Tax: Withheld for FBR. Non-filers pay more — file your return to reduce this charge.

Late Payment Surcharge: 10% per annum if paid after the due date. In remote SEPCO areas where banking access is limited, SEPCO has authorized payment through some mobile financial services and local agents.

Energy Saving Tips for SEPCO Consumers

  • Use energy-efficient fan motors: Old pedestal and ceiling fans with resistance regulators are energy wasters. Switching to BLDC (Brushless DC) fans cuts fan energy use by 60–70% and makes the fan much quieter.
  • Evaporative cooling: The climate in upper Sindh is extremely hot and relatively dry. Evaporative (desert) coolers use a fraction of an AC's power and can be effective from March to June before the monsoon humidity peaks.
  • Solar lanterns for rural areas: In villages where grid supply is unreliable, solar lanterns and small solar home systems (SHS) can provide basic lighting and phone charging at zero running cost.
  • Check your meter frequently: In remote areas, SEPCO meter readers cannot always visit every month. If you receive consecutive "E" (Estimated) bills, contact SEPCO to ensure proper meter reading and avoid large corrective bills later.
  • Avoid illegal connections: Power theft is a serious problem in SEPCO's area that drives up electricity tariffs for all paying consumers. Informing SEPCO about theft in your neighbourhood helps everyone pay less.

Power outages (load shedding) in SEPCO's area are primarily due to two reasons: national electricity shortfall (when NTDC reduces supply to all DISCOs) and local technical faults (aging distribution infrastructure). SEPCO has been working on infrastructure upgrades, but the scale of its territory and budget constraints make this slow. To report a specific fault, call 118.

SEPCO bills can be paid through JazzCash and EasyPaisa mobile apps — no bank branch required. You just need a registered mobile number and sufficient balance.
