About HESCO

The Hyderabad Electric Supply Company (HESCO) was formed in 1998 and is responsible for electricity distribution across the central and southeastern regions of Sindh province. HESCO's region is predominantly agricultural — the rich rice, sugarcane, and wheat-growing areas of central Sindh — along with the historic and industrial city of Hyderabad.

HESCO serves the districts of Hyderabad, Mirpurkhas, Nawabshah (Shaheed Benazirabad), Sanghar, Badin, Thatta, and Tando Allahyar, among others. This is an area with significant rural population — meaning HESCO manages power supply to thousands of villages, small towns, and agricultural communities across a vast geographic area.

Hyderabad city, once called the "City of Lights" for its nighttime illumination, is the second-largest city in Sindh and a major commercial and educational hub. The city's industrial estates and growing residential areas place increasing demand on HESCO's distribution infrastructure.

HESCO faces the dual challenge of managing high agricultural electricity demand (tube-wells for irrigation) and significant urban consumer growth in Hyderabad. HESCO Bill Charges Explained

Every charge on your HESCO electricity bill is governed by NEPRA. Here is a simple explanation of each:

Energy Units (kWh) Charge: Your basic electricity cost — units consumed × tariff rate. The rate jumps significantly at 201 units, so keeping consumption below 200 units is a major money-saver.

FPA (Fuel Price Adjustment): A monthly variable that reflects actual fuel costs for electricity generation nationally. Sindh has significant gas-based power generation, but during shortages, expensive furnace oil plants are used, raising FPA significantly.

Sindh Development Surcharge: A provincial levy collected through electricity bills in Sindh, used for development projects in the province.

GST 17–18%: Federal tax on electricity, deposited with FBR.

Income Tax: Withheld from bills, especially for high consumers. Tax filers pay a lower rate.

Neelum-Jhelum Surcharge (NJS): Cross-subsidy surcharge for hydroelectric financing, applied nationally.

Energy Saving Tips for HESCO Consumers

  • Agricultural consumers: Irrigate crops during early morning or late evening to make better use of cooler temperatures and reduce motor strain. This also reduces consumption during peak demand hours.
  • Evaporative coolers (desert coolers): In the relatively dry climate of central Sindh, evaporative coolers use 80–90% less electricity than air conditioners and can be very effective except during the most humid monsoon days.
  • Fan regulators: Use electronic fan regulators instead of resistance-based ones. Electronic regulators (also called energy-saving regulators) reduce power consumption to the fan motor rather than wasting it as heat.
  • Fix leaking water: Unexpected electrical bill increases often correlate with a malfunctioning water pump that runs continuously due to a leak. Check your water system if your bill suddenly spikes.
  • Community solar projects: In rural Sindh, community solar microgrids are being explored by government and NGOs. Contact local development organizations or AEDB for information on subsidized solar projects in your district.

FAQs — HESCO Bill

Look at the "Reading Type" field on your bill. It will show "E" for Estimated or "A" for Actual. If it shows Estimated, the meter reader did not visit your premises that month and your bill is based on your average previous consumption. To get your actual reading corrected, contact HESCO at 118 or visit your local sub-division office.

Visit your nearest HESCO subdivision office with your CNIC, ownership/tenancy documents, and a site map. Fill out the new connection application form. HESCO will assess the site and provide a demand notice with the connection fee. After payment, they will install the meter and connect your supply. The process typically takes 15–30 working days depending on your location.
